Citing the Second Rural Electrification Strategy and Plan that targets 1,831,986 million connections by the year 2022, the 2018-2027 Electricity Connections Policy indicates that 300,207 connections have been achieved with 1,531,779 connections outstanding; the equivalent of the population of Kampala according to the 2014 census. It is in this context that the 2018 Auditor General’s Report to Parliament on the Rural Electrification Agency (REA) under the Output Based Aid project comes into sharp focus. The audit found inconclusive evidence of the expected 10% increase in rural electrification which begs the question can this government intervention be fulfilled?
